The Centers for Medicare and Medicaid Services (CMS) issued a competitive Request for Proposal (RFP) for the development, modification, intellectual support, and e-measure maintenance surrounding electronic specifications (e-specifications) for quality measures, e-specifications for Continuity Assessment Record and Evaluation (CARE), and clinical quality measures to be used for reporting from electronic Health Records (EHRs) for the CMS quality reporting programs for OCSQ activities within the American Recovery and Reinvestment Act/Health Information Technology for Economic and Clinical Health (ARRA/HITECH) program.

The period of performance of the resulting contract will be a one-year base and three one-year option periods. CMS released the 86-page RFP earlier this week as a total small business set-aside.
