The transition from ICD-9 to ICD-10 is only partially an IT issue and largely a business issue. Though a number of IT changes must occur, there are far more changes that must be dealt with in many business processes.
Addressing the transition to ICD-10 will require a well-defined governance structure. As decisions are made that may impact the IT, business and clinical areas, a process for effectively making and documenting those decisions is critical.
ICD diagnosis and procedure code represent clinical definitions of the patients’ health state and the institutional procedures that may address that health state. The application of these codes crosses both clinical and administrative domains.
There are many downstream uses for diagnosis and procedure codes other than just paying claims. Transition to these codes should assure that the codes reflect the events and observations that were the reason for coding in the first place.
